What Constitutes a Noxious Weed?
A weed that is out of place or detrimental to agricultural production and declared noxious by State Legislative action.
 
There are different criteria that make a weed noxious:
The economic return does not exceed the cost of treatment, Poisonous to livestock or humans, Uncontrolled spread, Perennial Plant.

Bindweed, Burragweed, Canada Thistle, Hoary Cress, Johnson Grass, Kudzu, Leafy Spurge, Musk Thistle, Pignut, Quackgrass, Russian Knapweed, Sericea Lespedezia.

FYI 
All but two of the noxious weeds are plants brought in from other countries. They have no natural enemies to check their spread. Pignut and Burragweed are native to Kansas.
