UNOFFICIAL COMMISSION MINUTIES-MONDAY, SEPTEMBER 26, 2005
At
8:30 A. M., members of the Pottawatomie County Commission met for a regular
session in the County Commission Room.
Present were Tom Doperalski, chairman; and Stan Hartwich, member.
Minutes
for September 9th were approved.
Lois
Schlegel discussed appraisers’ department updates: signed 2006 Appraisal
Maintenance Specifications report (copy attached). Ordered employees vest for field work. Will be ordering a new vehicle in a month or two from Ed Bozarth
with a state contract. Have three small
claims hearings up coming. Sales and
new construction or up with 95 sales in August. Discussed GIS program with new update maps.
Rick
Anderson with Standard Plumbing of Manhattan shared his thoughts on HWY 24
landfill: Started with questioning how our current landfill was funded, Tom
replied that it was funded by fees and some road and bridge dept. funds. He stated that he was in favor of the
landfill; he sees that they do a good job with all the waste construction
materials; they do a lot of recycling and usually have things covered in 5
minutes also the waste can’t be seen from the road. With the county growing so fast he sees the need for
construction waste because this would alleviate some the landfill cost to the
county. In the future that land could
be used for a football or scorer fields.
He believes the fire they had a few weeks ago could of been started with
railroad ties and he still questions just how they started fire. Pottawatomie County has a lot of growth and
he has seen to much construction buried on sight by closing the HWY 24 Landfill
it will just cause more material wrongfully buried. Tom thanked him for his input and directed him to visit with
Gregg Webster and John Keller, in the zoning office.
Betty
Abitz discussed register of deeds department updates: reported August work and 13 million in mortgages this was up
about 10 thousand from last year, Tom questioned if it was new money or
refinancing, Betty stated it was new money, (copy attached). They had to reject
over 300 documents due to errors.
Shared a letter from IACREOT, requesting used PC, desks or any office
items for the Register of Deeds office in New Orleans because they lost a lot
of equipment because of the flood.
Gregg
Webster discussed zoning department updates:
Wildcat Woods ready to file plat. First National Bank and Frontier will
be begin building soon, they look to be very nice buildings. Next week will have two rezoning and a
review use of landfill. (Copies attached)
Ruth
Ensley discussed mini bus department updates: Just finished attending a KS
Public Transit meeting in Topeka. Ruth
shared that the state mileage has gone up to 48.5 and asked if the county going
to adjust its reimbursement rate, Tom stated not at this time. Transportation
has gotten more money and they are considering off setting her wage, but no
decision has been made yet. Ruth also
requested putting something in the news paper stating that we have not
increased are prices with hope to get more rides, Tom said that sounded fine to
him. Ruth also shared that if we have any vehicles for disposal the FEMA would
like to know.
Leslie
Campbell discussed health department updates:
We have had reports of strew itch mites in the county, but no cases of
West Nile, with only a few in the state.
The health concern in Onaga has been discussed with the County
Attorney. The department has received
five applications for the open position in the office. Leslie requested that the fees for two vaccines
be update; flue increase to $23.00 and pneumonia vaccine increase to $38.00.
Stan made a motion to expect the rate increase and Tom seconded, motion
carried. Tom questioned Leslie about the dog bite, Leslie shared that she was
not holding the dog because there was not bite, the bite was to a boot, she
told Hildebrand to talk to the sheriff because the Health Dept. didn’t get a
bite report and she had no reason to hold the dog. The dog was within the city limits, and no dog bite was
dispatched.
Lisa
Overkamp discussed treasurers’ department update: she had attended the State Treasures meeting in Wichita, and
shared that 22 treasures had retired in the state and that an upgrade to the
VIPS program was coming. Lisa and Gary Conklin are working on the tax
sale. Lisa requested to replace of one
on her employees she had received a resignation; commission stated that would
be fine.
Leu
Lowrey discussed replacing one grader, would like to purchase a used one from
Martin Tractor for 102,829.00 with a trade-in of a 93 cat with a value of
57,500.00, will need to advertise the 93 for three weeks because statue states
that something valued over 50,000 must be advertised for sale. Will discuss more next week, because a
motion will need to be made and Leu wants to look into the statue. Leu requested that the county us BG
Consultants for a bridge washout consultation, the cost would be 4,760.00 for
agreement, Stan made a motion to enter into the agreement and Tom seconded
motion carried.
