COMMISSION MINUTES – MONDAY,
MAY 17, 2004
The
Commissioners met with all members.
Present were Richard Carlson, chairman; Tom Doperalski, vice chairman;
and Barbara Kolde, member.
Tom
Doperalski moved and Barbara Kolde seconded to sign a proclamation declaring
May as Mental Health Month. Motion
carried 3 to 0. (Attachment #1)
Gary
Conklin, county counselor, updated the Commission on the progress of
condemnation matters.
Robert
Reece, administrator, informed the Commission he had audit information for
grants received. The total federal
financial assistance expended is $576,458.
The Chairman signed the audit information form. (Attachment #2)
Barbara
Kolde moved and Tom Doperalski seconded to adopt Resolution 2004-25
re-delegating certain powers vested in the Board of County Commissioners to a
fire District Board of Trustees for St. George Township-City Fire District No.
10, Pottawatomie County, Kansas. Motion
carried 3 to 0. (Attachment #3)
The
Commissioners and County Clerk discussed appointment of individuals to serve as
Board of Canvassers for the August 3 Primary Election. Commissioners Carlson and Doperalski will
not be able to serve as they will be on the ballot. Commissioner Kolde will be out of the state at that time. Clerk will contact other individuals to
serve.
Brenda
Krause, GIS director, met with the Commissioners to update them on her
department. She stated her office is
working on a new project for emergency management. With GPS equipment, they are locating mile markers or reference
points. This will be helpful for
dispatch.
Barbara
Kolde moved and Tom Doperalski seconded to approve Resolution 2004-26 adopting
and establishing a fire protection reserve fund for Fire District No. 10. Motion carried 3 to 0. (Attachment #4)
Lisa
Overkamp, treasurer, met with the Commissioners to update them on her
department and report on the meeting she had attended in Wichita.
Gregg
Webster, zoning administrator, discussed with the Commissioners restrictions
and regulations for Green Valley Industrial Park. Commissioner Carlson requested Gregg provide them a copy of
information on the matter.
Brian
Smith, ambulance director, met with the Commissioners to discuss concerns of
the number of residences in the county that do not have address numbers on
their mailboxes or houses. Also present
for the discussion was Brenda Krause, GIS director; John Boyd, Emergency
Management Director; Gregg Riat, sheriff and Rod Jager, undersheriff. The Commissioners suggested that this might
be a project for groups such as Eagle Scouts or
4-H. Brian stated having the address information
in the County’s map book would be very helpful for emergency services. Brian discussed with the Commission his 1st
quarter statistics report.
Barbara
Kolde moved and Tom Doperalski seconded to sign the proclamation declaring the
week of May 17th – May 23rd, 2004 as Emergency Medical
Services Week. Motion carried 3 to
0. (Attachment #5)
Greg
Riat, sheriff and Rod Jager, undersheriff, discussed with the Commissioners
radio communications. Greg stated they
were testing a repeater on the Corps of Engineers tower at Tuttle Creek.
County
Clerk expressed concerns of the need for climate controlled and secured storage
space for equipment and supplies that will be required through the federally
mandated Help America Vote Act (HAVA).
The Commission approved using a portion of the old microfilm office next
to the computer office to construct a storage area for the election equipment.
Bob
Bellinger met with the Commissioners to request having dust control applied to
Junietta Road before Memorial Day weekend.
This is a road leading to the State Lake and will have a lot of
traffic. The Commission directed him to
speak to public works.
The
Commission approved amended minutes of May 10, 2004.
Leu
Lowrey, public works director, met with the Commissioners to discuss a KDOT
agreement for underwater bridge inspection.
Every two years, KDOT contracts privately with a consulting engineering
firm to do this statewide. Barbara
Kolde moved and Tom Doperalski seconded to sign the agreement with KDOT for
underwater bridge inspection in Pottawatomie County. The county’s share is $1,400.
Motion carried 3 to 0.
Leu
discussed concerns with Blue Water Services and other road/bridge projects throughout
the county.
The
meeting was adjourned at 12:45.
