COMMISSION MINUTES – MONDAY, JULY 14, 2003

 

The Commissioners met with all members.  Present were Barbara Kolde, chairman; Richard Carlson, vice chairman; and Tom Doperalski, member.

 

Robert Reece, administrator, discussed the following topics with the Commissioners

(1)         Copier for GIS.  No decision at this time.

(2)         Continuing the recycling program for 2004.  No decision at this time.

(3)         County has received a check in excess of $25,000 from previous years workers comp audit.

(4)         Meeting with the City of Manhattan.  It is Pottawatomie County’s turn to host the meeting.  The Commission was not interested in meeting with the City of Manhattan.

(5)         Commission discussed an event fee in conjunction with the Country Stampede.  As a result of that discussion Robert was directed to obtain a copy of the permit used for the Renaissance Festival held in Bonner Springs as well as any fee schedules they may have for the event.

(6)         Approved Rodney Biesenthal attending a summer training conference in Garden City July 16 through 18.

(7)         Directed Robert to have water fountains ordered to be placed in the courthouse, county shop, and health department.  The Commission has decided to no longer purchase bottled water for county buildings as they feel that the quality of water in the city of Westmoreland has improved as a result of being supplied by Rural Water District.

(8)         Commission directed Robert to contact the school district to inquire about purchasing the tract of land behind the water tower.  This is located across the street from the county office building.

(9)         Commission approved and chairman signed FY02 Carryover Reimbursements Plan-Community Corrections with Shawnee County Department of Community Corrections.  (Attachment #1)

 

Gary Conklin, county counselor, updated the Commission on issues he has addressed.  A letter was mailed to Steve DeHart requesting a key to the water pump house be given to Leu Lowrey.  As the building belongs to the county, Leu should have access if necessary.

Commission reviewed the annual township report for Union Township.

 

Rodney Biesenthal, noxious weed director, met with the Commissioners to discuss the following

(1)         His department has a lot of bales of hay to pick up near the landfill.

(2)         Continuation of the recycling program.  The Commission wishes to continue with the household hazardous waste program, but not with recycling.  Rodney was directed to contact the 5 communities participating in the recycling program and inform them that the recycling program done through the county will end as of January 1, 2004.  The county will sell the recycling trailers to any of the communities wishing to continue with the program on their own.  The communities currently participating in the recycling program are Onaga, St. George, St. Marys, Wamego, & Westmoreland.

 

George Hough, emergency management director, met with the Commissioners with an update on his department.  George presented the Commission with the Emergency Rescue Unit Agreement for their approval and signature.  The Agreement is between the County and Fire District No. 2, Joint Fire District No. 3, Joint Fire District No. 4, and Fire District No. 8.  Chairman wants to review the agreement before signing.  George stated that he would have light and siren permits for their signatures on July 28.  Details are final for placement of a hydrant at the intersection of Onaga Rd and Hartwich Rd.  George will have a maintenance contract for the Cascade system with an individual from Olathe.

 

Greg Riat, sheriff, met with the Commissioners to update them on his department.  Commissioner Doperalski signed the forms for reimbursement for the grant regarding DUI testing.  Greg stated that he would leave his 2004 budget the same as for 2003.  He added that he would need another officer next year.  In discussing events occurring during the Stampede, the Commission stated that they are considering imposing a fee added to the purchase of tickets.  This could have an effect on the amount of money contracted to the sheriff’s department with Country Stampede LLC, but the fee would generate a lot more money.  Greg also informed the Commission that the county has been housing prisoners in Jackson and Wabaunsee counties.

 

At 10:00 bidding was closed for two jeeps previously used by the Belvue Fire Dept.  At 10:15, Chairman Kolde opened and read the bids received.  Bids submitted were:  Greg Cerny of Belvue – Vehicle #1 $150 and Vehicle #2 $50;  Dale Force of Olsburg – Vehicle #1 $250 and Vehicle #2 $400.  Richard Carlson moved and Tom Doperalski seconded to award the bid to the high bidder, Dale Force for $250-#1 and $400-#2.  Motion carried 3 to 0.

 

Richard Carlson moved and Tom Doperalski seconded to sign the Emergency Rescue Unit Agreement between the county and Fire Dist. No. 2, Jt. Fire Dist. No. 3, Jt. Fire Dist. No. 4, and Fire Dist. No. 8.  Motion carried 3 to 0.  (Attachment #2)

 

The Commission approved the second half 2003 allocation for Pawnee Mental Health in the amount of $27,500.

 

Greg Webster presented the Commission with forms for their consideration.  The forms were regarding conditional use permit information for Greg Wilson for a demolition landfill for Howie’s Recycling.   (Attachment #3)

 

Merrie Pinick, Ray Morris, Linda Tessendorf, and Elna Moore representing the Historical Society met with the Commissioners to discuss and explain uses of their budget money.  The group requested permission to place on right of way, signs stating names of old rural schools previously on that location.  There are currently 5 museums in the county.  The group updated the Commission on projects they are currently working on.  The Commission stated that they do not anticipate cutting the Historical Society budget.

 

Richard Carlson moved and Tom Doperalski seconded to allocate $500 from the special parks and recreation fund to the City of Olsburg.  This will be to help with improvements at Greenwood Park.

 

Barbara Kolde moved and Richard Carlson seconded to approve the purchase of one copier for the GIS and Zoning offices.  Motion carried 2 to 0 as Commissioner Doperalski was out of the room.

 

Approved minutes for July 7, 2003.

 

Tom Doperalski moved and Richard Carlson seconded to adjourn the meeting at 11:50.  Motion carried 3 to 0.  The Commissioners will meet at 1:00 with Administrator for a budget work session with county attorney and regional library representatives.  Schwerdt Design representative will also meet with them to discuss renovation of the courthouse.
