The Commissioners met with all members. Present were Tom Doperalski, chairman; Barbara Kolde, vice chairman; and Richard Carlson, member.
Commissioners informed the Administrator that the initial date of July 17th will not work for all three commissioners. They asked that Robert contact Manhattan City Administration to reschedule the meeting with them on July 24. The meeting will be at Noon and the discussion will be of the Manhattan Comprehensive Plan.
Terry Rewerts, appraiser met with the Commission to update them on his department. Topics discussed were 2001 sales ratio report and appraised values after hearings covering the years from 1993 to 2002. After court ruling in favor of exemption of earthmoving equipment used for land improvement, Terry stated that he knows he will receive applications for exemption. His preference is to have the individuals complete the application and send to the Board of Tax Appeals for their decision. Commissioner Kolde asked how long the hearing process takes. Terry informed them the time frame is about 6 months. The Commissioners agreed that since there is no cost to the County, the exemption decision should be made by BOTA. Terry also informed them that he has hired a new employee to fill the vacancy in his department. She is scheduled to begin tomorrow.
Betty Abitz, register of deeds, met with the Commissioners to update them on her department. Computer Information Concepts (CIC) will be in the office the second week in July to digitize the numerical books. They will spend time connecting each office and showing them how to use the system. Betty reported on an IACREOT (International Association of Clerks, Recorders, Election Officials and Treasurers) meeting she had attended in Kansas City.
Leslie Campbell, health director, met with the Commissioners to update them on her department. Barbara Kolde moved and Richard Carlson seconded to approve the sliding fee scale based on the 2002 federal guidelines. Motion carried 3 to 0. (Attachment #1) Leslie informed them that there would be a K-State graduate student working one day a week for one year doing relationship & marriage counseling. This will be of no expense to the county.
Leu Lowrey, public works director, discussed the following with the Commissioners
(1) Engine repair estimates for the road/bridge department’s 1973 caterpillar dozer. He received two repair options from mechanics with Martin Tractor. One was for $20,565 and the other for $20,765. Rental rates from Martin Tractor for a similar size dozer are $800 per day or $3500 per week. Rental rate from Reece Equipment is $450 per day for older equipment. In running condition, this dozer is valued at about $25,000 to $35,000. The Commission approved repair with the $20,565 repair option.
(2) Richard Carlson moved and Barbara Kolde seconded to adopt Resolution 2002-28 authorizing KDOT to proceed with the bridge project north of Belvue and that the county will provide its share of matching funds. Motion carried 3 to 0. (Attachment #2) Commission also approved and signed the certification of real property acquisition procedures. (Attachment #3)
(3) Discussed road/bridge projects throughout the county.
Merrie Pinick discussed with the Commission concerns she had about availability of old personal property tax records. Mrs. Pinick is with the Havensville Historical Society and informed them that these records are a major source of genealogical information. Tax records from previous years had been stored in the old jail building next to the courthouse. Register of deeds and treasurer informed her that due to mildew and mold damage on the records, they were microfilmed and the original books were destroyed. This was done under the advice of KDHE. Individuals are advised that due to the seriousness of the mold they are not to go into the building and should wear protective clothing if they do. Mrs. Pinick went to the register of deeds office to look at the microfilmed material available. Betty and Lisa reported that the tax information is microfilmed through 1992 and is a readable copy. Betty advised that a reader be purchased for the rolls of this information.
Rodney Biesenthal reported that the county’s float being used in area parades this summer sustained damage over the weekend and needs to be repaired. This will be taken care of before the Havensville parade this weekend.
Robert discussed the proposed fee schedule with the Commissioners. He will visit with bond counsel about administrative fees for benefit districts before the schedule is approved.

Meeting was adjourned at 12:05 P.M. Commission will meet with various department heads at 1:00 P.M. to discuss their 2003 budgets. They will also meet on Thursday, June 27 to review more budget requests.
