The Commissioners met with all members. Present were Tom Doperalski, chairman;
Barbara Kolde, vice chairman; and Richard Carlson, member.
Administrator and Counselor discussed with the
Commissioners an application with Cross Creek Watershed No. 42 regarding Site
#11. Richard Carlson moved and Barbara
Kolde seconded to enter an application with Cross Creek Watershed No. 42 to
defer to Pottawatomie County on Site #11 (Pottawatomie County Lake #3) (Attachment #1)
Commission reviewed annual report for Green
Township.
Group representing Pottawatomie County Conservation
District met with Commissioners to discuss their 2003 budget request. Commission will consider the request when
acting on the county budget.
Barbara Kolde moved and Richard Carlson seconded to
approve the County Extension Council budget request. The County’s portion for the 2003 budget is $133,142. Motion carried 3 to 0. (Attachment #2)
Rodney Biesenthal, noxious weed director, met with
the Commissioners with an update on his department. Barbara Kolde moved and Richard Carlson seconded to sign the
noxious weed control plan. Motion
carried 3 to 0. (Attachment #3) At 9:20 Barbara Kolde moved and Richard
Carlson seconded to go into executive session for 10 minutes with Rodney to
discuss security. Also present for the
session were administrator and clerk.
Motion carried 3 to 0. Regular
meeting resumed at 9:29 with no action as a result of the session.
Counselor and administrator discussed holiday pay
portion of the newly adopted personnel policy.
The Commission agreed to an amendment of Article 7 revising the wording
allowing for holiday pay for all full time employees as defined in the policy.
Richard Carlson moved and Barbara Kolde seconded to
go into executive session with counselor and administrator to discuss
attorney/client at 9:50 for 15 minutes.
Motion carried 3 to 0. Regular
meeting resumed at 10:05 with no action as a result of the session.
Greg Riat, Sheriff and Rod Jager, under sheriff met
with the Commission to inquire about the personnel policy portion regarding
holiday pay and also to briefly update them on that department. Due to the large number of prisoners, Greg
is still housing prisoners in other counties.
Barbara Kolde moved and Richard Carlson seconded to
approve grant application request from Rock Creek Valley Historical Society for
$5,000. This money comes out of the
Historical Fund. Motion carried 3 to 0.
Richard Carlson moved and Barbara Kolde seconded to
sign a community corrections services agreement between Shawnee County
Department of Community Corrections and Pottawatomie County. Motion carried 3 to 0. (Attachment #4)
At 10:30 the Chairman declared bidding closed for
Wamego Industrial Park, Unit 3 2002 street and storm drainage, water and
sanitary sewer improvements. Mark
Bachamp with BG Consultants, Inc Engineers of Manhattan opened and read the
bids. Bids were submitted for a total
Base Bid plus Alternate No. 1, which includes Phase II and III of the park and
Alternative 2, which is an upgrade to a pump.

Manhattan Trenching is the apparent low bidder. Mark
will review the bids for accuracy and provide a recommendation for the June 17,
2002 meeting.
Merl Page, Wamego City Manager, met with the
Commissioners and tentatively scheduled a meeting with the Wamego City
Commissioners and the County Commissioners for June 25 at 6:00 P.M. at the Wamego
City Hall. An agenda has not been
determined at this time.
Dave Tuley discussed with the Commission the
County’s allocation commitment for the Wamego Industrial improvement project.
The Commission stated that they would discuss the issue further in today’s
budget work session.
Leslie Campbell, health director, met with the
Commissioners to request filling an employee vacancy in her department. This is for a 4 or 5 hour workweek. The Board approved the request.
Administrator informed the Commission that the City
of Westmoreland has requested a “No Jake Braking” sign to be placed on Hwy 99
at the edge of the city. The city will
make a formal request in writing. Other
topics discussed were the ambulance contract and Rural Fire Dist #7 regarding
their building.
Barbara Kolde moved and Richard Carlson seconded to
contribute $93,000 towards the Wamego Industrial Park project towards the Base
Bid + Alternate #1. This will be only
if Phase II is completed and the City of Wamego provides at least $93,000. Motion carried 3 to 0.

The meeting was adjourned at 12:45 P.M. The Commission will meet this afternoon at
1:00 for a work session to discuss budgets and also workers compensation
insurance for fire departments.
